Congressional GOP Support Trump's Call to Overhaul Affordable Care Act

American lawmakers are meeting during the weekend for the initial time since the government shutdown began more than a month ago, but hopes for a cross-party deal on how to resolve the impasse appeared to recede as GOP senators floated a proposal toxic to Democrats: eliminating the ACA, called Obamacare.

Growing Impact of Federal Closure

The impact on Americans from the lengthiest closure of the federal government in history worsened on Saturday, as federal workers went unpaid, airlines were compelled to ground planes and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.

President's Proposal from Florida Resort

As Saturday's session got under way, Republican senators welcomed a suggestion made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be replaced by HSA-style accounts.

"My recommendation is to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

GOP Support

Several Republican senators praised the plan, which is comparable with a alternative for Obamacare put forward in 2017.

"We will replace this broken system with something that is actually better for the consumer," one senator said.

Another senator praised Trump's suggestion on online platforms, and stood next to a giant blow-up of Trump's post as he spoke on the Senate floor.

"I'm writing the bill right now," a third senator posted in reply to Trump's suggestion. "We must stop public funds from going to carriers and instead give it directly to Americans in health savings accounts and let them buy the medical coverage they want."

Democratic Response

Democratic lawmakers expressed concerned reactions to Trump's proposal.

"In other words, Donald Trump's 'concept of a plan' for health care is yet another cynical attempt to eliminate Obamacare," one Democratic senator commented. "This is the same unsuccessful Republican plan that's been defeated by voters and Congress."

Another lawmaker reacted to the criticism of insurance companies by writing: "Well, Trump and the Republicans dislike how the large insurance companies are overcharging Americans. Seriously? In that case I welcome your support for Medicare for All."

Ongoing Talks

The Senate adjourned without finding a resolution, but Senate Republican leaders have indicated an openness to an developing proposal from a handful of centrist lawmakers to terminate the shutdown in exchange for a later vote on the ACA subsidies.

One Democratic senator, who is leading the negotiations among moderates, said that Democrats "need another path forward" after Republicans rejected an proposal to restart the government and continue the payments for a year.

Another senior Democratic senator continued in maintaining that Republicans should agree to a one-year extension of the payments before negotiating the long-term of the tax credits.

"Doing nothing is derelict because citizens will go into debt, people will become uninsured, people will get more ill," the senator said in a floor speech. "That's what will happen if this Congress fails to act."

Political Situation

None of the Republican senators seemed to grapple with the fact that patients would still need to buy plans from the same insurance companies, or that Republican legislators need the support of eight Democrats to restart the government, and the idea of repealing and substituting Obamacare with savings accounts is unlikely to earn a single Democratic vote.

Several observers suggested that the core of such a proposal would remove the ACA's requirement that carriers cover individuals with pre-existing conditions.

After his golf outing, Trump returned to his residence and reiterated on his demand that Republicans stop seeking compromise and try instead to eliminate and overhaul Obamacare with a version of the proposal that was unsuccessful to garner enough support in 2017.
